What is Soliloquy?

The most popular soliloquy I can think of is from Shakespeare's Hamlet where Hamlet is speaking to himself and starts by saying "To Be or Not To Be". Simply put, a soliloquy is when someone is talking to themselves, out loud, and doesn't pay any attention to who may be around to hear them.
