What does Dressed to the Nines Mean?

The phrase dressed to the nines derives from English sailing ships. The story goes that as the ships would approach the harbor they would have all nine of their sails flying and all of the sailors would be in full dress (uniform) and lined up on both sides of the ship. The saying connotes that one is really dressed up in all of their finery.
